#RegulaciónPorLaPaz started from the joint desire of various organizations to establish a unified agenda for promoting the regulation of drugs, specifically cannabis and poppy, in Mexico. This initiative aims to transform drug policies to advance social justice and peacebuilding.

Vision
At #RegulaciónPorLaPaz, we strive to integrate a diverse and inclusive vision, with each member contributing their knowledge and expertise from different fields. These areas of specialization include:

Civic Mobilization: We advocate for active community participation and the defense of their rights.
Education: We promote learning and awareness about drug policies and their impacts.
Scientific Research: Our proposals are grounded in solid scientific evidence to ensure effective and fair approaches.
Public Policies: We focus on designing and implementing policies that prioritize health and human rights.
Sociocultural Uses: We respect and acknowledge the various cultural and traditional uses of substances.
International Models: We learn from the best practices and experiences of other countries to adapt effective solutions to our context.
Human Rights Protection: Human rights are a fundamental pillar in all our actions.
Risk and Harm Reduction: We promote approaches that minimize the risks associated with substance use, ensuring the health and well-being of individuals.

Objectives

Promote Social Justice: Advocate for drug policies that reduce criminalization and promote equity.
Peacebuilding: Foster an environment of dialogue and cooperation to resolve conflicts associated with drug policies.
Comprehensive Transformation: Drive structural changes that address the root causes of drug-related issues.


Methodology and Implementation Strategy

Multidisciplinary Collaborations: Work with experts from various fields to develop inclusive and well-founded policies.


Educational and Awareness Programs: Implement workshops, conferences, and campaigns to inform the public about the benefits of regulation based on health and human rights.


Research and Data Analysis: Collect and analyze data to evaluate the impact of current policies and propose evidence-based improvements.


Legislative Proposals: Develop and present legislative proposals that promote fair and effective regulation of substances.


Project Replicability

#RegulaciónPorLaPaz strategy is a project designed to be replicable across different regions and contexts. By collaborating with local organizations, we adapt our methodologies and strategies to address the specific needs of each community. This approach enables the implementation of more effective and contextualized drug policies.

Ágora contributes to #RegulaciónPorLaPaz implementing educational events, developing legislative proposals, and promoting dialogue between civil society and policymakers. Our goal is to ensure that drug policies are inclusive and reflect the realities and needs of all affected communities

Educational Events: We have coordinated conferences, workshops, and exhibitions addressing key topics such as risk and harm reduction.
 

International Collaborations: We work with global organizations to adapt and apply successful campaigns to our context.


Research and Publications: We have produced studies and reports providing valuable evidence for informed policy-making.
Impact

Increased Public Awareness: We have raised public understanding of the negative effects of prohibitionist policies and the need for alternative approaches.


Promotion of Health and Human Rights: We advocate for policies that prioritize public health and human rights, positively influencing policy-making at local and international levels.


Strengthening Community Dialogue: We foster spaces where communities can openly discuss drug policies and their impacts, promoting a culture of dialogue and peaceful resolution.


In 2023, we published a civil society proposal to establish the foundations for the drug regulation project that Mexico needs. Derived from our agenda of minimum points in drug policies and the two national meetings we have organized, as well as numerous panels and discussions on social networks and decision-making spaces, including the Senate and the Chamber of Deputies, this publication presents a series of legislative proposals.

The document begins by highlighting the human rights violations resulting from the criminalization of users and cultivating communities. It also describes the process we have gone through for cannabis regulation in Mexico, from the law for medicinal use to the General Declaration of Unconstitutionality. Subsequently, it includes principles and public policy mechanisms that the law must contain to form a regulatory model for cannabis that promotes human rights, prioritizes social justice, and leads us toward peacebuilding.

The project currently being discussed in the Congress of the Union includes social justice measures, such as granting 40% of licenses to rural communities for five years, with 20% of these licenses granted permanently. It maintains the three access routes: self-cultivation, cannabis associations, and the regulated market. It also improves aspects such as eliminating permits for self-cultivation, recognizing the right to free personal development.

Despite the progress, pending issues remain, such as the elimination of the simple possession offense, the harmonization of authorized consumption spaces with the General Tobacco Law, and the operability of cannabis associations. However, it is essential to have a law that we can begin to implement and adjust according to needs. We hope that these recommendations will revive the discussion in the Congress of the Union and lead to the approval of the law in this legislative period, thus contributing to regulation for peace.
